Since the high expectation is elevated in the most recent quality of life in social condition, there is much expectation being requested in all-inclusive and institutional side when maintaining the military life. The application of citizen health insurance for active service soldiers is a part of improvement of medical welfare for soldiers by execution in May, 2004, which it shows the military’s positive reliance of medical welfare policy. The investigation of reason why active service soldiers pay their own expense to use the civilian medical facility, even though the military medical welfare dimension offers the military medical facility with no charge, will help to improve the military medical facility. Active service soldiers who have participated in the survey of the current research are divided into the service unit and the type of hospital, one’s from the service unit is divided into the forward unit and the rear unit, and one’s from the hospital is divided into the hospital of modernization and the hospital of non-modernization. The result of research is as followings First, the result of research showed most negatively, because of the image of military medical service is inhospitable and gives loose medical treatment. Second, it is a long distance to the military medical treatment facility in many cases, in occasion of using the civilian medical treatment facility at the unit. There are many units in the front line that are not getting any benefits of the military medical welfare in distance. Third, it is the case of distrusting the medical treatment/service of the military medical facility, in occasion of using the civilian medical treatment facility after using the medical service division, which it needs the medical service divisions’ qualitative reinforcement. Fourth, the encouragement of people around, takes majority in occasion of using the civilian medical treatment facility after using the military hospital. Especially, as many as non-modernized one’s among the military hospital, which uses medical treatment facility by family. The biggest reason is that it can be seen as the result of prudent decision to the professional treatment such as surgery. Fifth, the active service soldier’s health insurance system is being operated already which gives huge helps to improve the medical welfare, but still feeling burdensome with self-payment and petition furlough is restricted. On the other hand, there is negative side that some of soldiers on service use the health insurance system for the purpose of furlough.
